HCMC – Certain National Assembly (NA) deputies have thrown no support behind the construction of worker dormitories inside industrial parks.
Deputy Prime Minister Tran Hong Ha has worked with NA deputies to gather their feedback on the draft of the amended Housing Law, which was prepared by the Government.
NA deputies suggested that local authorities allocate land for construction of worker dormitories in accordance with existing regulations, instead of building these housing blocks for workers inside industrial parks, according to the Government news site baochinhphu.vn.
The NA Law Committee proposed flexible methods be applied to determine the responsibilities of commercial housing project investors for social housing development. This could involve allocating land within their projects, designating land specifically for social housing, or contributing finances to social housing construction outside their project sites.
A Ministry of Planning and Investment representative expressed support for reviewing regulations concerning worker dormitories in industrial zones, citing potential conflicts with planning, land, investment and environmental laws.
Regarding social housing policy, lawmakers proposed expanding the scope of beneficiaries eligible for support. They sought to include workers employed by enterprises outside industrial parks. Additionally, the draft law should clarify conditions for availing social housing benefits, forms of social housing development, housing policy for the armed forces, and preferential treatment for housing investors.
The lawmakers emphasized that every citizen has the right to decent housing, and the Housing Law should create favorable conditions for individuals and households based on varying income levels and payment capabilities.
It should include clear policy for social housing development to cater to different target groups, such as low-income residents in urban and rural areas, those undergoing resettlement, armed forces personnel, workers and students, with specific and equitable criteria.
